  • Bill Dombi

    BILL DOMBI, ESQ


    President, National Association for Home Care and Hospice

    Bill Dombi is the President of the National Association for Home Care & Hospice. He previously served as the Vice President for Law at NAHC. As a key part of his responsibilities, Bill specializes in legal, legislative, and regulatory advocacy on behalf of patients and providers of home health and hospice care. With nearly 40 years of experience in health care law and policy, Bill Dombi has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975, including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the institution on Medicare PPS for home health in 2000, and the national health care reform legislation in 2010. With litigation, Dombi was lead counsel in the landmark lawsuit that reformed the Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate payment rates, along with current lawsuits challenging the Medicare home health face-to-face encounter rule and the Department of labor changes to the overtime rules under the Fair labor Standards Act.

    Bill Dombi is admitted to practice in Connecticut and Washington, DC. He is also admitted to numerous federal courts including, the US Supreme Court and several Court of Appeals. He has served on the Advisory Board for BNA’s Health Law Report and Medicare Report. Bill also is a longstanding member of the American Health Lawyers Association and the American Bar Association.

  • Henry Musoma

    HENRY MUSOMA


    Clinical Assistant Professor, Assistant Director, Center for International Business, Texas A&M University

    Henry K. Musoma was born and raised in Zambia, a country in Southern Africa. He attended high school in Zambia and Mozambique, then moved to the United States to pursue higher education. He received a bachelor’s and master’s degree from Texas A&M University, and a doctorate from Texas Christian University.

    His multi-national background has afforded him significant insight into national and international global perspectives on leadership and leadership development.

    He enjoys teaching young people about leadership, and has traveled each summer since 2014 with a group of Regents’ Scholars (first-generation college students) to Dubai, South Africa, and Zambia. The “African Excellence” trip is sponsored by Phillips 66. To show appreciation, Mays named Phillips 66 the first Corporate Partner of the Year in 2016.

    Musoma also leads a Spring Break program to Heifer International Ranch in Perryville, Ark.

    Musoma has been actively involved in university and community leadership development throughout his academic tenure, and has received numerous awards.

    • In 2008, he received a “Fish Camp Namesake Award” – an honor given to individuals who have contributed to Texas A&M in a positive way. Namesakes have the opportunity to interact with and impact not only 24 counselors in the extended freshman orientation, but also up to 150 freshmen in their camp.
    • In 2013, he received the Dr. Robert M. Gates Inspiration Award from Texas A&M to recognize his role in establishing the Regent’s Ambassador Program (RAP), which offers freshmen and sophomore Regents’ Scholars personal and professional leadership development opportunities. It has contributed to increased enrollment of underrepresented populations.
    • In 2015, he received the Diversity Medal from the Texas A&M Corps of Cadets’ Cultural Awareness and Diversity Expansion Team.
    • In 2015, he was keynote speaker for Big Event – the nation’s largest student-run service project.
    • In 2017, he was one of 24 recipients of the 2017 university-level Distinguished Achievement Awards – given to professionals who have exhibited the highest standards of excellence at Texas A&M.
    • In 2017, he received the first Mays Spirit Award for his act of kindness to a student who couldn’t find a babysitter during class time. He encouraged her to bring the baby to class.

  • Diane Link, RN, MHA

    DIANE LINK, RN, MHA

    Director of Clinical Services, BlackTree Healthcare Consulting

    Diane Link is a RN with over 25 years of home health and hospice experience. She is currently the Director of Clinical Services with BlackTree Healthcare Consultants specializing in all aspects of clinical management including outcome improvement programs, regulatory and compliance programs, episodic management, OASIS and Coding and survey readiness and remediation,. Her prior experience includes serving in a variety of roles in home health and hospice industry from field nurse to executive director of home health and hospice. She was a surveyor for home health, hospice and private duty services for CHAP (Community Health Accreditation Partners). Diane is a frequent contributor to Home Health Line/Decision Health articles and is known for her inspiring and knowledgeable presentations at state and national conferences. She is the author of “The Hospice Guide to Quality Care and Reporting: Promoting Sustainability in an Evolving Regulatory Climate”.

  • Susan Neel, LVN

    SUSAN NEEL, LVN

    Vice President, Business Strategy, HealthCare ConsultLink

    Susan Neel, LVN is the Vice President of Business Strategy for HealthCare ConsultLink. Throughout her highly successful career, Susan’s roots as a field nurse and Clinical Liaison enabled her to progress through the sales ranks, eventually achieving leadership positions with Gentiva, Girling Healthcare and Traditions Health Care. Susan is recognized as an expert in healthcare sales, and she currently consults with home health, hospice and PAS clients throughout the United States. She is also the author and developer of the REACH® Sales Training Program, a program designed to energize agencies and equip them with the tools they need to effectively grow their business.

  • Rachel Hammon, BSN, RN

    RACHEL HAMMON, BSN, RN

    Executive Director, Texas Association of Home Care and Hospice

    As Executive Director, Rachel Hammon works to ensure the daily operations and strategic direction of the Texas Association for Home Care & Hospice at the State and National level in line with the mission and vision ratified by the TAHC&H Board of Directors that represents the membership of the association. Rachel is responsible for implementing the mission of the association which is to advocate for ethical practices, quality, and economic viability of licensed providers of home and community support services in Texas. As part of that advocacy she routinely works with legislators and state agency staff on legislation and policy that affects the home care industry. Rachel received her Bachelors of Science degree in Nursing from the University of Texas in Austin. She has 25 years of experience in the nursing field with 20 years’ experience in the home health industry. Rachel currently serves on the Nurse Practice Advisory Committee for the Board of Nurse Examiners.

  • Bobby Lolley, BSN, RN

    Bobby Lolley is HCAF’s Executive Director. He has worked in the home care industry for over 20 years. His experiences in home care have ranged from being a per-diem staff nurse providing care to patients in a small rural community, to a Regional Director for a large national chain. Bobby often says he has done just about every job there is in home care but still remembers his first home visit: “I was standing there in this little old lady’s house and a feeling came over me that I had finally come home — I knew then and there this would be where I would spend the remainder of my professional life.” His faith and passion for home care has never wavered since. Bobby graduated Cum Laude from the Valdosta State University in 1992 with a Bachelor’s Degree in Nursing.

    DIANE DATZ, RN, MA

    Hospice Educator & Regulatory Specialist, HealthCare ConsultLink

    Diane M. Datz, RN, MA has been a hospice nurse and chaplain for twenty-five years. In addition to her nursing credentials, she holds a master’s degree in spiritual psychology from the Institute of Transpersonal Psychology, Sophia University, Palo Alto, California and a certificate in gerontology from Our Lady of the Lake University. Diane has published original end-of-life research in Omega Journal of Death and Dying and is a regular presenter at state and national end-of-life conferences and workshops. Diane also serves as an advisor to TrueSolace, an online platform for grief support. Her volunteer commitments include serving on the Advisory Board of ABODE: Contemplative Care for the Dying in San Antonio, Texas and as a Board member of Texas and New Mexico Hospice Organization. Diane co-facilitates meetings for San Antonio Death Café, part of an international movement to encourage public conversations about death and dying. Diane is also an ordained priest in The Old Catholic Church, Province of the United States. She is currently the Hospice Educator and Regulatory Specialist with HealthCare ConsultLink.

    Mark Sharp is BKD’s Home Care & Hospice Center of Excellence Coordinator and has more than 20 years of experience assisting home care and hospice providers with audits, strategic planning, accounting, cost reports, projections, operating budgets, corporate integrity, agency start-up and mergers and acquisitions. Mark frequently presents workshops on various home care and hospice topics at national, regional and state home care and hospice conferences throughout the United States. He has written numerous articles in health care periodicals and is routinely quoted in home care and hospice newsletters. He is a member the board of directors for the National Association for Home Care & Hospice (NAHC) and chairs the advisory board for NAHC’s Home Care & Hospice Financial Managers Association.
